the "rules"

We have had some "moments" in the world of being 2.  So we have been reviewing the "rules" with Laney.
The other day before getting out of the car we reminded Laney that she needed to follow the rules.  Laney can you tell us the rules we said.  She replied:
Share, Take turns, Be nice, no pushing, no accidents pee pee potty momma!
Its true those are the rules.  The NO spoken with attitude to adult women other than mommy is the biggest  problem.  If an adult women at the store says oh is that a lady bug on your jacket she says "no" (and it is with attitude,  like to say don't talk to me lady).  If a adult man at the store asks her the same question she either answers him yes ladybug or she looks a me and says "a little shy momma" and I say that's OK honey if you don't want to talk because your a little shy that is fine, that is a nice way to say no talking thank you.  Then she cuddles in to me and plays shy.  We have never heard the No with attitude to children. She does not give the No with attitude to Momma (or daddy).  So what are we to think?  Is it just the age of 2?  Or is it adult women (this is stranger and adult women she knows also) in general.  We could read into it so much to think that all the nannies where adult women and she has bonded so well to her momma that no other adult women is OK talking to her? Is she worried they will take her from her Momma?  Or were there adult women at the orphanage who were not nice to her and she is now old enough to give attitude to adult women in her world?  I guess we will never know but that NO with attitude makes us cringe and we hope to correct it so the be nice rule is in regards to that.  The no pushing - yes it is true Laney has pushed a time or 2 or 3 and it is not acceptable and time outs occur and she will tell you that is what she is in time out for if she does it.  Accidents happen occasionally and none of us enjoy those but most days she is accident free and loving her big girl underwear.
I guess I am grateful she knows how to repeat the rules and honestly I don't see or feel "terrible 2's".  I feel lucky so very lucky being a mom is the best the very best!
